Request for Quotes: Installation of Three Small Stormwater Parks in Gary, IN (Reissue of RFQ dated 3-18-15)


I.    Project Overview

Cleveland Botanical Garden with City of Gary, IN, is seeking quotes from qualified licensed Landscape Contractors for work to be completed on 3 vacant residential parcels in Aetna neighborhood of Gary, IN, during spring 2015. Work includes installation of rain gardens to capture stormwater runoff as well as recreational amenities for public use. The purpose of the project is to demonstrate sustainable land use practices for vacant urban lots to achieve environmental and community benefits.

II.    Scope of Services

Installations will be located on three separate vacant residential parcels within 0.25 mi2 area of Aetna (see attached map) and consist of rain gardens, plantings, fencing, lighting, and decorative elements. The contractor shall provide a full scope of services as outlined in this RFQ and the attached design plans.

Installations are to be built according to the attached design plans unless otherwise approved by Cleveland Botanical Garden in writing. Cleveland Botanical Garden will consider amendments to the design plans only for elements of the existing plans that Landscape Contractor deems to be infeasible (a brief explanation is required for each element) for reasons including but not limited to project timeline, budget, or availability of materials. The selected applicant will be responsible for obtaining all locally required permits and licenses and for completing/overseeing all aspects of installation that are detailed in the design plans, including but not limited to final grading, materials acquisition, grading, planting, and installation of hardscape.

Work may commence immediately upon execution of a project agreement and shall be completed within 60 days or before June 30, 2015, whichever is sooner.

III.    Award Information

The total award for this contract is not to exceed $54,000 for installation of 3 sites, built to the specifications as described above. Final compensation will be based on calculated hours contributed to the project; hourly billing rate for personnel as described in the quote; and documented supplies, materials, and travel costs up to the final budget amount.

Features of competitive quotes shall include a project manager with relevant experience or training in stormwater management, reasonable expenses within the project budget, and community-based contractors/subcontractors.

Cleveland Botanical Garden reserves the right to reject any or all responses, to accept or reject any or
all the items in the response, to waive any informality in the responses received, and to award a
contract in whole or in part if it is deemed to be in the best interest of Cleveland Botanical Garden. Cleveland Botanical Garden reserves the right to negotiate with any Landscape Contractor on the structure of the proposal after responses are opened. A contract may be awarded strictly on the basis of the Landscape Contractor’s response including the Landscape Contractor’s qualifications as received and without further discussion. Therefore, each response should be submitted to Cleveland Botanical Garden in the most favorable terms from both a cost and qualification standpoint.

The successful respondent will be expected to enter into a contract in form acceptable to Cleveland Botanical Garden on or before May 15, 2015. The respondent will be required to maintain general liability insurance in the amount of $1,000,000, wherein CBG is named as an additional insured, for the duration of the agreement.

IV.    Submit Quotes

Quotes should include:

  1. Name, job title, company, mailing address, email address, and phone number for the primary point of contact.
  2. Description of the Landscape Contractor/company.
  3. Profile of the project manager including:
    • Name, title, and credentials;
    • A short summary of the project manager’s previous work on projects that include stormwater management components, including photos of previous work completed and client references, or links/URLs to specific web pages where such information is available.
  4. A list of litigation by or against the Landscape Contractor in the past 3 years.
  5. A detailed, line-item project expense budget indicating costs for carrying out the proposed work, including estimated personnel hours and hourly billing rate for project staff, supplies, materials, travel, and other necessary expenses.
  6. Status as a minority- or woman-based enterprise.
  7. Identification of community-based contractors or subcontractors who will be utilized by Landscape Contractor for project.

Quotes will be accepted until April 22, 2015, with an award decision expected to be announced by April 29, 2015.
